Assisted Colonization?

   It’s well known that the climate emergency is threatening the continued existence of numerous species, especially those in places subject to extreme habitat change or loss, such as on the Pacific island of Palau, where the combination of sea level rise with hotter temperatures could make Palau uninhabitable for many species found nowhere else. In response, the conservation community has floated the idea of moving populations of endangered species to other places thought to provide hospitable habitats, to prevent them from extinction. The name for this is “assisted colonization.” The downside of assisted colonization is that it is impossible fully to predict the consequences, bad as well as good, of introducing a new species into an ecosystem. Needless to say, the conservation community is not of one mind about this. The introduced species might well survive, but it might also become invasive and crowd out other species in the habitat, as happened when lake trout were introduced in streams to benefit recreational fishing, but it turned out that it was at the expense of other species of trout whose populations became endangered. Besides, the original intention of conservation ecology (aka conservation biology) was restoration of ecosystems to an earlier, healthier condition; assisted colonization would be a very new kind of goal that would, presumably, divert energy from conservation as originally conceived. Against this it is argued that humans have, intentionally as well as unintentionally by way of travel and exploration, introduced new species to ecosystems; assisted colonization would be just a more carefully considered way of doing what has been done for tens of thousands of years anyway, but this time explicitly for the benefit of the endangered species and for continued biodiversity.
    In 2006 I lectured to folklorists and ethnomusicologists about the advantages of an ecological approach to musical and cultural sustainability. This idea of sustainability caught a tailwind and now, fifteen years later, the research into cultural sustainability is widespread, though more often from the standpoint of economics than ecology. Yet the contemporary debate over assisted colonization is worth considering in this light. Could endangered music cultures, for example, be assisted in moving to new geographical locations? In case this strikes you as a solution waiting for a problem, consider Old Regular Baptist singing, the oldest religious music in continuous oral tradition in the United States and identified as a national treasure. Old Regular Baptists’ “habitat” is in the upper South, in central Appalachia, where for the past hundred years most made their living from coal mining. But now mining is no longer viable and the music culture, which for generations fended off threats from other religious musical traditions, such as gospel singing, faces a different kind of threat: economic rather than cultural. They need to find another way to make a living and if they cannot in that place they will have to move. Where? Should applied ethnomusicologists direct them as a group to move en masse to a new location where they can prosper and maintain their religious communities and music? Certainly not; the idea is preposterous. The analogy between environmental and cultural intervention appears to break down at this point. Besides, the words "colonial" and "colonization" have a bad odor about them these days. And yet, it appears that some Old Regular Baptists are migrating on their own anyway, and have been doing so for decades, following the paths of Appalachian out-migration to southern Ohio, for example, and more recently into Florida, where they prefer to establish new communities of Old Regular Baptist families, and then later out-migrants feel attracted to move into these new communities, smaller of course than those in central Appalachia, and build some churches for themselves.
    Perhaps, then, applied ethnomusicologists could partner with community scholars to study these patterns of out-migration and community establishment, and see which ones have more success than others, and try to learn why. For example, a few churches were erected for Old Regular Baptists in Washington State in the last century, but these appear to have become extinct, so to speak, while the ones in Ohio have managed to maintain themselves. Possibly there is a role for applied ethnomusicologists here after all, acting more or less as consultants who would share the results of their studies with those considering out-migration as well as with those who have already out-migrated, with a view to strengthening their new communities by developing resilience. In this small way, assisted colonization might be something that ethnomusicologists and folklife specialists could do.

Salon April 9: Folk Knowledge, Environment and Sustainability

 On April 9 at 11 a.m. US eastern daylight time, Mary Hufford, Katey Borland and I will co-host an internet "salon" on folk knowledge, environment and sustainability. The salon, sponsored by the American Folklore Society Fellows, is open to those who attended the March 10 Webinar on Heritage, Folklore, and the Public Sphere:

I feel fortunate to have two outstanding salon co-hosts in Mary and Katey, each bringing their perspectives on the topic to the salon. Nonetheless, the idea for the salon is for us to host a discussion, not to present our ideas only. Several hundred people attended the Webinar; we look forward to hosting many of you on April 9 at 11 a.m. e.d.t. for a stimulating discussion. We want to hear what you think.

Environmental sustainability has been around in one form or another for more than a century but it has taken on a new urgency in our era of climate change. Cultural sustainability is a comparatively new topic. I began speaking about it to the American Folklore Society in 2006, drawing on sustainability discourses in ecology and also in economics (i.e., sustainable development). Modernization and development have taken a toll on the environment. Is sustainable development the answer? The United Nations thinks so. Or is sustainable development, like sustainable growth, an oxymoron? What is the place of culture, especially traditional expressive culture, such as folk and Indigenous knowledges, in public policy that emphasizes sustainable economic development?  Here is the description of the salon:

This salon will consider how public folklore and heritage programs can foster the sustainability of the natural environment and development of society as a whole.  How do cultural and environmental sustainability differ?  What difference does that make for folklore research and practice?  Querying assumptions bundled into sustainability frameworks, we will explore emerging models for culturally-driven sustainability. How do these models bear on the achievement of the UN’s Sustainable Development Goals? What opportunities does the U.N.’s IPBES program represent for public folklore?  What are the most productive questions that folklorists are exploring with communities to arrive at models for sustainable development?

Nested Sustainabilities and the US Withdrawal from the Paris Climate Agreement

     Today US President Donald J. Trump put in motion the Nation's withdrawal from the Paris Climate accords. Musical and cultural sustainability depends on sustainability of the Earth no less than does economic activity, a lesson that ecological economists understand whereas the neoclassical economists that run the US economy do not. In announcing the withdrawal, Secretary of State Pompeo justified the withdrawal on the grounds that the Paris agreement was bad for the US economy, never mind whether it might have been good for the Earth and the nations of the world as a whole.
       As reported, his justification advanced no propaganda against the climate science consensus, because this rationalization was unnecessary. It was purely an economic decision, based on narrow self-interest and incorrect knowledge of how dependent national economies are on global commerce and the Earth's resources. The nation's isolationist economic policies are reminiscent of mercantilism. The withdrawal decision illustrates "economic man" acting on a national level. Adam Smith believed that individuals acting in their narrow economic self-interest resulted in a more prosperous economy for all because competition and the marketplace acted as an "invisible hand" to ensure a good  outcome for all. The rising tide would lift all boats. Never mind that some boats were larger than others and would grow faster. But just as narrow national self interest led to centuries of conflict and war in international politics, so in economics the result was the exploitation of the Earth's natural abundance. Now the Earth is paying us back in the currency of mass extinctions and climate change. There is no invisible hand to ensure a good outcome for the Earth and all its creatures, including humans.
       Even though the Paris accords targets are insufficient to do more than slow down the climate emergency train wreck, as a step in the right direction they could have led to more and larger steps. The withdrawal of the world's largest economy will cripple those accords and the chance to do more to mitigate the worst of the climate dangers on the horizon. Given the US' withdrawal, it will be more difficult for other world leaders to keep their nations in the Paris agreement, as well. But US withdrawal is not a foregone conclusion. The US is set to withdraw officially on Nov. 4, 2020--one day after the next US Presidential election.

Sustainability and the Hidden Life of Trees

   By now many readers of this blog will have sat down with Peter Wollheben’s remarkable best-seller, The Hidden Life of Trees. Wollheben, a German forester, writes about forest sustainability, but there are takeaways for musical and cultural sustainability as well. Indeed, one of his major points is that trees have a kind of social and cultural life together. The author anthropomorphizes trees to an extent that bothers me; he attributes emotions and feelings to them, for example, as well as intentions and agency in ways that are striking. Nevertheless, he makes a convincing case that trees in a forest comprise an interactive community.
    In his first career, Wollheben was a professional forester, and managed a forest for commercial interests. In central Europe, as in many parts of the US, planned forests are planted (or replanted) with trees evenly spaced (or thinned to give them space) so they will grow fast for a quick harvest by large, efficient machines. Although he doesn’t specify, we infer that the forests he worked in were coniferous, with spruce trees the favored commercial species. At some point, he stopped managing commercial enterprises and instead began to manage an old-growth forest chiefly of beech trees, not for harvest but for preservation for the community nearby.
    When he began doing so, he observed that the beech forest (which had been growing for many decades without much human interference) was much different than the commercial forests he managed. The trees were much closer together—too close, in terms of the forestry management practices he’d learned—and yet they grew better, straighter trunks, and they grew more slowly and to a ripe old age: hundreds of years. It took them far longer to come into maturity, and they lasted many times longer than the trees in the commercial forest of conifers. They were well adapted to the soil, unlike many of the conifer forests that had been planted in unlikely places. He began to wonder if, for the health of the trees and the forest, it wasn’t better to manage as nature did, rather than to adopt the practices of forestry management—even so-called selective cutting and thinning and harvesting. Although he does not reference Thoreau, 150 years ago Thoreau came to the same conclusion, on reading an English book about planting walnut trees.
    Searching for an explanation about why this beech forest that seemed to violate all the principles of forestry management was able to maintain itself better than the managed one, he read reports by scientists. What most intrigued him was a paper published in 1997 by Susan Simard as lead author. Simard and her group observed that in the forest soil, fungi attach to tree roots and that, when trees grow close to each other, the roots and fungi of different trees intertwine, even among different species, and transmit carbon and other chemicals (glucose, for example) from one tree to another. In effect, the trees were feeding one another. Afterwards, Wollheben began to read of other experiments in which trees seemed to “help” each other, for example by sending out scents signaling the presence of a pest, that would cause other trees in the forest to erect chemical defenses against the pest. It was not a big step for him to conclude that the trees in a forest constituted a kind of symbiotic community, even though they were also in competition with one another for sunlight and water.
    One of the corollaries of this research, he concluded, was that trees closer to each other can help each other more—they are better off that way. Not only are their entwined roots better able to reach each other and exchange food, but the stronger trees often “feed” the weaker ones because it is beneficial to keep them all alive so they can “help” each other. When I walk out in the un-managed spruce forest behind my own house, I hear tree branches and sometimes the trunks, high up, rubbing against each other when there is a strong wind. I used to think that was unfortunate, that the trees were too close together. Now, after reading Wollheben, I realize that they are propping each other up against the possibility of breaking off or toppling over completely.
    In early October, 2014, a snowstorm with high winds occurred where I live on East Penobscot Bay. It toppled many trees, also snapping off branches. The earth was wet from recent rains, making it easier for the top-heavy trees to become uprooted if they had no nearby tree to prop them up. I noticed there were more snapped and toppled trees at the edges of clearings. Also, four apple trees in an old, planted orchard had been uprooted completely. I was able to save two of them with the help of a neighbor, and get them back upright after pruning them back heavily; they are growing again, but the other two were beyond help.
    Consider, then, the advice given by professional foresters for planning an apple orchard: plant the trees at some distance from one another so they avoid their branches touching. For a full-sized tree, that should be forty feet apart in all directions; but such a tree will not be able to extend its roots to entwine with its neighbor, for the roots spread about as far under the ground as the branches do above. Those trees will also be more susceptible to damage from wind and insect pests. Of course, for easier harvest they are planted at that distance; but it would not be that much more difficult to harvest apple trees planted closer together. The apples might be more numerous, but they would be smaller, and many would not fully ripen unless the branches were pruned so that in a heavy wind they would not prop each other up.
    In nineteenth-century New England, when a house was built, a small home orchard usually was planted out behind the house, the tree trunks about fifteen feet from each other. You can find these commonly with the older houses still standing, and even when the houses are gone and only the cellar holes remain, and the surrounding area has grown up into forest, a home apple orchard is likely to found within seventy-five feet of the cellar hole. The full-sized trees that grew up were able to live long as their roots and branches entwined, and the apples they produced--for cider, baking, and fresh eating--were easily enough harvested, by climbing the trees or using pole harvesters for the best specimens, while the cider apples were gotten off the trees by shaking the branches. Such an orchard stands in back of my own house, and these trees were not damaged in the 2014 snowstorm the way those planted in a field nearby, according to proper orchard practice, were damaged.
    In short, the trees in a natural forest, according to Wollheben, comprise a community, a kind of mutual aid society while at the same time they are competing with each other. By means of mutual aid they are able to sustain the forest far better, and for far longer, than a forest planted or managed according to the principles of contemporary good forestry practice. The same principle might be applied to the management of music cultures. Indeed, I have embraced it in earlier blog posts here: feed the cultural soil, do not target the individual plant. In other words, encourage the music culture, not individual musical genres. If the cultural soil is nurtured, the musical genres will develop and thrive. An endangered music will not thrive if the cultural soil is not working in its favor, no matter how much it is aided.

The Song of the Loon--Is It Sustainable?

For centuries, nature lovers have experienced the ecosublime in the laughing, raucous, slightly unnerving song of the Common Loon. Zoomusicologists--those who work from the premise that animals make sounds for aesthetic as well as purely functional or instrumental reasons--also hear in the loon song an intentional utterance outside the signal-response theories of animal communication scientists. But the loon, which is the national bird of Canada, and which has been heard for centuries on the lakes of the state of Maine--I have heard it here--is mostly absent in southern New England, due to changes in habitat brought about by modernization and development in the previous 150 years. Gone completely from Massachusetts by the turn of the 20th century, the loon has been making a small comeback there, with 45 breeding pairs--male and female--reported last year. Now comes the news that the Biodiversity Research Institute, in the city of Portland, Maine, will add ten breeding pairs to that population in Massachusetts, in hopes of accelerating the comeback.
     Restoration ecology, of which this is an instance, is one of the most common examples of a sustainability strategy. As cultural and musical sustainability strategies borrow liberally from ecological ones, it is easy to see how cultural policy targets particular genres for revival, just as restoration ecology targets particular species like loons. I have written elsewhere about the dangers from unintended negative consequences resulting from targeting particular species, comparing it to feeding the plant rather than improving the soil. For cultural and musical sustainability, feeding the cultural soil has proven out to be a better sustainability strategy over the decades, although in the short run--a year or five--feeding the musical genre can yield impressive (but unsustainable) growth.
     Restoring the Common Loon to Massachusetts--if the ten pairs are successful in increasing the population, more will follow--seems innocent enough. It isn't likely that an increase in loons there will upset the food chain, or that dire consequences will follow. But in the long run, as the Audubon Society tells us, climate change will force the loons northward to Canada, anyway. Even Maine will lose its loons. The state of Minnesota, in losing its loons to Canada, will also be losing its state bird. These losses will occur by the end of the current century. And so I do wonder what is the point of this restoration ecology, at least from the perspective of the loon. It is unsustainable. From a different perspective, of course, whatever entertainment the cry of the loon may provide for the human population of Massachusetts, may be counted as a positive, at least for a few decades until climate change makes the habitat no longer suitable there.

Sustainability in the local context, and the misplaced critique of resilience

    Sustainability remains ubiquitous. Here on the down east Maine coast, no one speaks of musical or cultural sustainability, although to do so would have relevance, insofar as this area has conserved its culture better than most other parts of Maine. Work, education, even the look of the houses hasn’t changed much in the forty-five years I’ve been fortunate to live here, for at least part of every year. The people exhibit a cultural conservatism, a preference for the old ways.

     If you’re speaking with folks who’ve moved here from away, sustainability means land put into conservation, through the various non-profit heritage trusts, either as “farmland forever,” or more commonly as a public space for light recreation, nature walks and the like, usually on coastal land abutting the ocean. But if you’re speaking with area natives, sustainability refers to the fishery, traditionally lobsters, clams, and cod, hake, pollock, scallops, and the like. The cod have almost disappeared, and shrimp stock is very low, to the point where government regulations severely limit the catch, making that part of the fishery an example of what happens when resources that had been abundant become unsustainable. Lobsters, on the other hand, have never been more plentiful; yet there is worry that even this fishery is unsustainable, particularly in the face of climate change which, warming the ocean water, will cause the lobsters to move to cooler, more northern waters, just as the birds are gradually moving their ranges north to Canada.
    Some conservationists have formed alliances with the island fishermen (and women), seeking common ground in sustainability. The regional news media includes a very interesting monthly, called Working Waterfront, featuring stories about the populated islands, fishing, crafts, yachting (a pastime that is very old in this area, which supplied the 19th century crews and boats for the successful US America’s Cup racers). Cultural conservation does interest these journalists, as they understand that it is not simply the fishery that is at stake but the sustainability of the culture that supports it, and that it supports. In that regard, the “field notes” editorial by the president of the Island Institute, Rob Snyder, publisher of Working Waterfront, caught my eye last month. “The world is watching our coast: Swedes say Maine lobster fishery among least resilient systems,” read his editorial headline. Snyder reported that Stockholm, Sweden, is home to the Resilence Center, which is taking a resilience approach to sustainability on our planet. He noted that Stockholm is in the center of fourteen islands, so they understand something of what it is to be island-centered, as we are on the Maine coast also. The Swedish Resilience Center, Snyder continues, defines resilience as “the capacity of a system, be it an individual, a forest, a city or an economy, to deal with change and continue to develop. It is about the capacity to use shocks and disturbances like . . . climate change to spur renewal and innovative thinking . . . [grounded in the] belief that humans and nature are strongly coupled to the point that they should be conceived of as one socio-ecological system.” This is the same understanding of resilience that I’ve been writing about recently, in The Oxford Handbook of Applied Ethnomusicology, and elsewhere; and of course, it is neither original with me nor with the Resilience Center. Resilience is a strategy for achieving sustainability.
    Interestingly, Snyder takes issue with the Resilience Institute’s proclamation that the Gulf of Maine’s lobster fishery is one of the least resilient systems in the world. Ironically, Snyder's resistance echoes the usual local reaction to criticism from away. Instead of admitting the obvious, that the lobster fishery is indeed precarious, Snyder opposes resilience theory, on the same grounds that I did a few years ago, even in this blog--namely, that “it takes a defensive posture to living. Resilience seems to assume that we must become resilient because we are always under threat.” But as I studied resilience theory, I realized that this common critique is based in misunderstanding. I changed my mind. Resilience isn’t the same thing as resistance. Resistance indeed does take a defensive posture, but resilience refers to something else: the capacity of a system to recover, to bounce back, from disturbance. Considering yourself, for the moment, as a system, you take defensive measures to resist a cold; but your resilience, on the other hand, will enable you to recover afterwards. Resilience theory doesn’t deal with resistance; rather, it identifies those things that make a system resilient after disturbance and attempts to maximize those so that a system maintains its integrity as it recovers.
    Snyder goes on with his critique of the Resilience Institute, writing that in response to dissatisfaction with resilience theory, “a movement is growing to think about reframing resilience through a language of thriving. The actions that need to be taken would be the same: embrace diversity, operate at multiple scales . . .” and so forth. But resilience doesn't need reframing, except for those who mistakenly identify it with resistance. Resilience is already about thriving. And in this instance, Snyder recognizes that what is under discussion is cultural sustainability; that is, it is the culture of fishing that must embrace diversity, and operate at multiple scales.
    The same can be said about farming and gardening. Maine’s farming has undergone a quiet renaissance in the past fifteen years, diversifying from mainly dairy farming—once the only profitable kind of farming in Maine, now a break-even proposition at best—and operating at different scales. The number of small farms has increased markedly, as more organic farms, local agriculture, CSAs, and cooperative grocers come to supply a public that wants locally grown organic food and is willing to pay a little extra for it, understanding that the real costs of agribusiness-produced food are not reflected in its low market price. Even in the less populated areas, like this one, locally-sourced farmers markets may be visited most days of the week, with some staying open through winter; and two grocery co-ops are located within easy driving distance. Meanwhile, many residents grow kitchen gardens that supply fresh food in summer, and some put food by in containers, root cellars, and the freezer. Frosts have been arriving later as a result of climate change, with fresh food in the garden now available late into the fall. This fall was unusually warm, on account of the El Niño effect on the East Coast. As of two weeks ago I still had brussels sprouts in the garden ready for harvest.

Sustainability, the sound commons, and Garrett Hardin's tragedy

    I've written earlier about the soundscape as a commons, i.e. as a resource available to all creatures. Recall that according to the acoustic niche hypothesis, each animal species that communicates by sound does so within a niche in the soundscape, the result of evolutionary adaptation. The niche is marked by timbre, frequency, volume, repetition, time of day or night, etc. with the goal that individuals' signals be received by other species members unambiguously. Of course, they are also overheard by predators, to whom animals may give false signals. Obviously, this works best in a relatively stable ecosystem. Introduce disturbances, such as drastic changes in habitat, or frequent noise interference, and sound communication becomes difficult. Natural disturbances such as fire, human-made disturbances such as agricultural development in forested areas, or climate change, or noise pollution due to ocean vessels, wreak havoc with the soundscape and the acoustic niches available. Communication suffers and species health inevitably declines, due of course not only to the degradation in soundscape but to the ecosystem generally.
    For a century anthropological linguists have written about endangered languages, and comparative musicologists and ethnomuiscologists about endangered musics. As traditional cultures have become displaced or even in some cases gone extinct, or as they modernize and discard their older layers of music, various musical resources, such as instruments, genres, and the knowledge associated with them also have disappeared. This endangerment discourse moved from preservation to conservation to safeguarding to sustainability, gradually acknowledging the dynamism in living traditions. What's been missing is a framework for sustainability. I don't mean a particular type of sustainability, such as economic, environmental, musical, cultural, etc. What I'm getting at is a framework within which to view sustainability. It's not an adjective that modifies sustainability at issue here; it is the larger context within which sustainability rests. And that context, I believe, is commons, broadly understood as a resource commons where resources are not only material but also intellectual, ethical, and cultural, extending culture from humans to the higher vertebrates as well. Sustainability occurs, in other words, where the overriding principles are interconnectedness and mutuality, whether we are talking about an information commons, a fishery, a music culture, or chemical processes such as photosynthesis within an ecosystem. Commons defeats entropy.
    In thinking about commons once more, I returned to Garrett Hardin's seminal essay, "The Tragedy of the Commons" and discovered that I had not really remembered it carefully.[1] This influential essay, now 45 years old, is usually understood to argue against commons; but upon examination it turns out that is not what Hardin had in mind. His article opposed an unregulated commons, not commons per se. The unregulated commons is unsustainable; no "technical solution" (Hardin meant technology) can save it. But a managed commons is sustainable. What is his reasoning?
    In terms which were prescient, Hardin begins by stating that certain problems, such as continuous world population growth, do not admit of technological solutions. The planet's resources are finite, which means despite technological means of extracting more and more of them, population growth cannot in the long run be infinite. This contention prepares his discussion of commons, but readers usually ignore it (or forget it, as I did) and pass directly to his claim that individuals sharing a commons and always acting only in what they see as their personal best interest ultimately must exhaust its resources. And that is all most people take away from this influential essay. In the enormous literature produced in response to it, readers tend to forget that Hardin continues his commons argument in order to discredit the "invisible hand" doctrine of Adam Smith and other laissez-faire (today we would say neoliberal) capitalists. In other words, the tragedy of the commons gives the lie to Smith's claim that if everyone works in their personal best interest an invisible hand will see to it that the public will benefit as well. On the contrary, the public suffers; and ultimately the individuals who may profit at first also suffer as resources become exhausted even for them. For that reason, Hardin concludes, a regulated commons is best. 
    Hardin insisted that relying on individual restraint brought on by knowledge of the common good would not always suffice. His overriding concern was with population growth; wishing to limit this so as not to bring about a Malthusian conclusion, he acknowledged that individuals could scarcely be depended on to limit their number of offspring voluntarily. Regulation by law was the only answer. In China, of course, this is precisely what occurred; but in the West, it has been unthinkable to do anything but depend on individuals' sense of ethical responsibility. Take the discussion away from population growth, or "breeding" in Hardin's unfortunate phrase, and put it into carbon emissions and their effect on climate change, and we have the same argument that is being made today for carbon offsets, carbon taxes, and the like, to reduce the amount of carbon dioxide humans are putting into the atmosphere. We may also see the wisdom in Hardin's choice of the word "tragedy," even though we are loath to accept its implications. Hardin's essay, rightly read, helps us frame the sustainability discourse for music and culture as well as for population and energy.

The commonwealth of culture

    “The commonwealth of culture” was the title of the Fellows forum that I put together for the annual conference of the American Folklore Society, which took place in Providence in October, 2012. By  cultural commonwealth I refer to expressive culture as commons, as a shared resource—that kind of wealth, not material wealth. On that forum, as well as in my keynote at the cultural sustainability conference in Vermont last August, I spoke about expressive culture—that is, folklore—within the contemporary commons discourse, particularly the digital commons, copyright, and cultural rights.[1] Commons is a familiar topic for readers of this blog, but it is not familiar, yet, to folklorists even though they are now so occupied with cultural sustainability that they made it the official theme of their 2012 annual conference. The abstract I wrote for the forum on the commonwealth of culture read in part:
    “Although today we associate commonwealth with a political entity such as a state or nation, the original meaning was public welfare or general good. It has something in common with res communes, which in Roman law referred to those things which then could not be “captured” or owned, such as the oceans or air mantle. But in modern nations commonwealth has moved closer to res publicae, the Roman law term for a state-regulated public domain, such as fisheries and air travel flyways. Commonwealth is therefore allied with the notion of a cultural commons, the domain of ideas and performance which folklorists like to think of as a group’s expressive culture. Much in the air today are arguments over enclosures such as copyright that limit the free flow of ideas in the digital, cultural, and/or creative commons. Folklorists, who have a long history of considering culture as a common group possession, have a great deal to contribute to this discussion. Commons thinking is one means of theorizing folklore and cultural sustainability, and so each of the participants in this forum will address those issues briefly and in turn before we invite general discussion from the audience.”
    Altogether six folklorists, all Fellows of the American Folklore Society, spoke on the forum: Mary Hufford, Burt Feintuch, Dorothy Noyes, Nick Spitzer, Lee Haring, and myself. I won’t rehearse their presentations here, or my own. But I would like to expand a little on the idea of folklore, expressive culture, intangible cultural heritage—the competing synonyms today for that part of culture which folklorists claim to know something about—both in the context of the above abstract, and also in the context of what I said in my keynote at the Vermont conference on cultural sustainability.
    Folklorists, I told the group in Vermont, have had a longstanding concern with expressive culture as commons. The idea that folklore is a common resource goes back to very early conceptions of folklore as the expression of a group, not an individual. The author of a folksong, folktale, proverb was thought to be anonymous. The originator of folkways used in making barns, farm implements, crafts and decorative objects was unknown. Of course, someone must once have originated it, but over time the folklore was modified and improved as it passed from one person to the next and down through the generations until it became accepted as a common resource, “traditional” and rightfully shared.
    What folklorists can contribute to the discussion of a cultural commons, then, is based in part on this longstanding concern, where the advantages for a community of shared resources are plain: acceptance by, and accessibility to, anyone and everyone. Aesthetic satisfaction through community validation is yet another advantage. In my presentation for the AFS conference, I emphasized the legal aspects of cultural commonwealth, suggesting that the history of folklore studies lends weight to the argument that no one must “own” culture if we are going to be good stewards of it. Ironically, folklorists are very much involved today in international efforts (e.g., those by WIPO) to propertize culture in order to protect it. (See my blog entry on WIPO.) But thinking of culture as intellectual property, and thinking of groups as possessing cultural rights in this property, while it may seem attractive in the short run, is a losing strategy in the long term, for by putting a price on expressive culture it degrades and transforms it into commodity, thereby furthering the mistaken project of economic rationality.
    In my keynote at the Vermont conference I took the same position, exemplifying it through sound and “orality,” another longstanding concern of folklore studies. My plea that we manage the soundscape as an acoustic commons for all creatures derives in part from this concern with oral communication. But in folklore studies, orality has always been constructed in opposition to literacy, with the result that this distinction has shifted attention away from something I think is more fundamental, and that is how orality (or sound) is experienced as a medium in itself, directly through vibration linking one being to another. This model of sound communication, I argued in that keynote, as well as in the keynote talk I gave in May to the Association of Brazilian Ethnomusicologists, is a cornerstone in the construction of an environmental rationality that stands in opposition to neoliberalism.[2]
    I felt a proprietary interest at the AFS conference in their theme, for to my knowledge I was the first to apply the sustainability concept to folklore, delivering a paper on that topic with special reference to music cultures, at their 2006 conference, then organizing a panel on that subject there for the 2007 annual conference. The idea gained traction, and late in 2008 I received an invitation from Rory Turner to take part in a conference of folklorists and other culture workers at Goucher College, chiefly to advise him and other faculty and administrators about starting an MA program in cultural sustainability, something that they had begun work on earlier that year. In 2009 Goucher did establish the first degree program in that subject, with Turner as founder. Since 2010, when Goucher’s first class enrolled, their MA program has taken the lead in folklore’s commitment to cultural sustainability. Turner has worked effectively to promote the concept. As a result of all these efforts and the discipline’s receptivity to sustainability, its enshrinement as the theme of the 2012 AFS conference may be the first indication that cultural sustainability has become the new paradigm for public folklore.
    Cultural sustainability has come so far, so fast because public folklorists think it an improvement over the previous paradigm, cultural conservation, which ruled from the 1980s until now. Of course, sustainability and conservation have much in common, but they also are significantly different both in concept and history. I've been writing about those similarities and differences in an essay on music, sustainability, and resilience for the forthcoming Handbook of Applied Ethnomusicology, co-edited with Slovenian ethnomusicologist Svanibor Pettan, for Oxford University Press. This volume, with more than 20 contributors, has been inching along for the past five years and probably will not be published until 2015 at the earliest. I wouldn't be surprised if the idea of folklore as an expressive cultural commons also gained traction within the academic side of folklore studies.[3] As the anonymous proverb-turned-cliché puts it, time will tell.

Sound and sustainability at AASHE

     In early October, Aaron Allen, Denise Von Glahn and I spoke in a plenary session to the Association for the Advancement of Sustainability in Higher Education, or AASHE (pronounced HEY-she with the H silent), at their annual conference, in Nashville, Tennessee. Aaron Allen, the Academic Sustainability Coordinator at the University of North Carolina at Greensboro, received the initial invitation, then asked Denise Von Glahn and me to join him. Plenaries are special events at conferences, and so our photos and bios were prominently placed in the program.[1] Von Glahn is a professor of musicology at Florida State University; she is very active in ecomusicology and the author of two books on American composers, nature, and place—her latter book is specifically on women composers.[2] Allen is also a professor of musicology and one of the leaders and guiding spirits behind the ecomusicology movement. It was Allen who convened a group of musicologists to write essays for a colloquy about ecomusicology in JAMS (the Journal of the Musicological Society), and who was asked to write an entry on ecomusicology for the New Grove Dictionary of American Music.[3] Although I’m relatively new to the (relatively new itself) ecomusicology movement, Allen was aware of my recent research in ecomusicology via Thoreau, and of my longstanding interests in sustainability—hence the invitation.
     Our topic was sustainability and sound, while the conference theme was resiliency and adaptation, a theme which readers of this blog know has occupied me here for years in connection with ecological models for musical and cultural sustainability. We held forth at the plenary for 90 minutes with a mix of prepared statements (from Aaron, explaining ecomusicology and its relation to sustainability; and from Denise, tracing her interests in nature, sound, music, and listening) and an interview (Aaron interviewed me about my research in sound and sustainability, touching on my plea for thinking about the earth’s soundscape as an acoustic commons for all living creatures [4], and my research on the sacralization of place by sound, particularly in Appalachia.[5].
    Most college and university campuses today make an effort to “be green,” to involve their staff, students, and faculty in energy conservation and recycling, and to lower their campus’s carbon footprint. AASHE brings together the leaders from those campuses, so they can talk to each other about common concerns and their efforts to make their institutions more sustainable. According to its website, AASHE’s mission “is to empower higher education to lead the sustainability transformation. We do this by providing resources, professional development, and a support network. . . “ [6] Not only professional campus sustainability administrators, then, but also students engaged in various sustainability projects on campus, and faculty involved with sustainability and environmental studies, were present at this very large conference of nearly two thousand people. It was about three times the size of the conferences of the Society for Ethnomusicology or of the American Folklore Society, the two I’ve attended faithfully each year since the early 1970s in connection with my own research and teaching. Like the invitation I received two years ago when I spoke to the University of New Hampshire’s Sustainability Academy [7], this was an invitation where people involved with sustainability, chiefly from the perspectives of science and engineering, wanted to hear from humanists about their own involvement with sustainability—to bring the humanities into the discussion.
    Allen, who has thought about bridging those gaps for some years now, is convinced, as I am, that humanists do have something to say to scientists and engineers about sustainability. The reverse is also true, of course. Ecomusicology, as he presented it at the conference, builds on ecocriticism, which is a three decades-old movement in literary history and criticism that takes as its primary subject the interactions of people, culture, and nature within literature, at a time of environmental crisis; and it, too, involves some scientists. That is, ecocriticism is concerned with literature and the environment, broadly conceived. Ecomusicology, then, is the critical study of music and the environment: of music, culture, and nature at a time of environmental crisis.
    Many ecomusicologists, myself included, prefer an ecomusicology that goes beyond music to include the study of all sound, and its relation to all creatures in the environment. In moving from music to the broader concept, sound, we think that ecomusicology shares common ground with other fields that focus on sound, fields such as acoustic ecology, sound studies, and soundscape ecology. I will save for another time a description of the differences of emphasis in these allied fields; suffice to say that Allen, Von Glahn and I spoke to the AASHE conference not only about music and sustainability, but about sound and sustainability.
    By their questions afterwards, the audience seemed as interested in music as in sound. They wondered about the future of musical genres they like, whether classical, folk, hip-hop, etc. Indeed, the majority of entries on this blog have been about music, not sound and environmental policy. But in the past two years, as a result of my work with Thoreau, sound has become more important, as I continue with a line of thought I introduced more than twenty years ago, theorizing a phenomenology of sound, a way of taking listening to sound and music rather than reading and interpreting a text, as the paradigm case of being in the world, and one which leads to a relational epistemology based on fieldwork and friendship.[8]
    In my part of the plenary, I tried to make the point that colleges and universities ought to manage their soundscapes for the health of all the inhabitants, and that this should be part of campus sustainability initiatives. Campuses after all are unusual in the amount of planning that goes into their spaces (pathways, landscaping, architecture, etc.) and their upkeep. Campuses are managed landscapes, and like gardens and country houses they are managed to be pleasant (usually pastoral) retreats from the jumble of appearances characterizing people’s workaday lives. Why not manage the soundscapes as well? I mentioned studies that have shown that soundscape interference (noise) is unhealthy, causing both physical and psychological damage.[9] I asked them if they thought they had any stress on their campuses; when they laughed in agreement, I suggested some of that stress might result from the soundscape. They already manage, or try to manage, certain soundscapes, such as dormitories. Roommates have to agree on the soundscape of their living quarters at any given time, for example; and there are “quiet hours” in some dorms, and so forth. But there is no coordinated campus effort to manage the soundscape for health and general well-being; for curbing the sounds of leaf-blowers, for example, or for attracting birds and other wildlife specifically for their contributions to the soundscape. In many campus buildings, the sounds of ventilator fans, heating apparatus, and air conditioners are omnipresent and noticeable, causing a kind of background stress that most people aren’t aware of until they go outside, and maybe not even then.
    Here, then, Allen and Von Glahn and I were concerned about sound, sustainability, and health and well-being. Von Glahn teaches her students to listen to all sounds, not just music. Attentive listening is a skill that can be learned. Once it is learned, people will pay more attention to the soundscape and its effects on life, human and non-human alike. Allen’s task was more general, to act as interlocutor and to explain the relationship of ecomusicology to sustainability, which he did by saying, among other things, that it introduces an aesthetic dimension that might otherwise be missing if the conversation is confined to scientists and engineers.
    In a sea of presentations on various efforts at sustainability and their outcomes, on campus and in the community at large, mostly involving engineering projects and group activities meant to conserve energy, our plenary must have provided some relief (including comic relief). About 500 people attended it, one of the larger audiences I’ve spoken with. It was a great pleasure to make common cause with Aaron Allen and Denise Von Glahn in this effort to link sound to sustainability for environmentalists, and we may get a chance to do it again. Plans are afoot for a visit to the University of Minnesota, where some interested parties have applied for a small grant to bring us there to coordinate with their own campus environmental sustainability efforts. I’d like to go, to try to give something back to them; for it was at the University of Minnesota that my own graduate education in the humanities took place many years ago.

A dairy farmer and a forester in Vermont

A field trip to what had until the previous year been a dairy farm, about ten miles from Sterling College, concluded the cultural sustainability symposium last August in Craftsbury Common, Vermont. I won't call attention to the farmer by naming him, but he was there to greet us and tell us something about unsustainability. The land had been in his family for seven generations, and for most of the past 75 years it had been a dairy farm. He had added a bit of acreage and expanded his herd to fifty during the last ten years, an investment on a scale meant to produce more income. The way he explained it, the farmers sold their milk to a buying co-op which had a monopoly in that part of the state (the Northeast Kingdom) and therefore set the wholesale price per gallon that they'd pay the farmers. For the past five years or so, his income from sales of milk did not meet the expenses of running the farm; and rather than continue to lose money, a year ago he decided to sell his herd. He kept his land, but he had taken a job working at the Trapp Family Singers resort hotel. His wife also had a job, and so they would be able to keep their land, he thought. He didn’t want it to pass out of the family.
     Knowing a little about dairy farming in Maine, and also about the market for organic and upscale agricultural products in Maine and Vermont, among the tourists as well as the wealthier transplants, I asked him whether he had considered selling raw milk and bypassing the co-op. He said he had thought about it, but even though the laws about selling raw milk are not as strict in Vermont as they are in Maine, he didn’t think he could make a living that way either. As he explained the economics-driven unsustainability of his dairy enterprise, we looked out onto his pasture, and the land seemed better for agriculture than what I’m used to in my part of Maine. I supposed that a young couple, just starting out on that land, might have decided to grow organic vegetables here; but this was a dairy farmer in his 50s and it had been a dairy farm for three generations. He added that many other dairy farmers in that area were coming to the same conclusion, and that his kind of dairy farming, which was relatively small scale, was no longer sustainable in a state that is known as much for milk as maple syrup.

     As he told his story and answered our questions, we could look out from the top of his hillside farm to the ridge to the north, where wind turbines were slowly turning, killing birds and bats as they generated electricity—yet apparently not for the local area, but rather to a Canadian power company that owned the turbines. I pondered the paradox of renewable, sustainable nearby energy going out of state in the service of Canadian corporate capitalism, while the same economic forces had made dairy farming unsustainable here, at least on this scale and at the present time. And, of course, unsustainability extended to the culture of dairy farming as well.
     After we heard the farmer’s story, we took a walk along his woods road, led by a local forester, who told us about his own life and how he grew up in the Adirondack Mountains in New York State, and how after a series of unsatisfying jobs he eventually decided that he needed to work in the woods, and so he became a forester of the sort who hires himself out as a consultant, sometimes to timber harvesters, sometimes to local landowners who want to be good stewards. He was more satisfied working with the landowners, he said. He spoke about his interest in Thoreau, who toward the end of his life had written about preserving the Walden woods. Thoreau wrote that every town ought to preserve some forest land and, indeed, many towns in New England eventually did so. When I began college teaching many years ago, we lived in Reading, Massachusetts, right next to the town forest, where I spent many hours walking and gathering—not nuts and berries, but thoughts and ideas.
     The forester also mentioned some Europeans who had been interested in forest preservation during the late 18th and early 19th century. Thoreau himself was most familiar with the forest preserves in England that were managed as parks rather than set aside as wilderness. Thoreau would have contrasted these with wilderness such as he encountered in the most isolated parts of the Maine woods, where he took three trips in the mid-1800s with a Native American guide, Joe Polis, and wrote about his journeys. Thoreau, whose writing is usually classified as pastoral, that middle landscape between wilderness and civilization, placed the highest value on wildness—“in wildness is preservation of the world,” he wrote in his essay on “Walking.” And so we walked on through the farmer’s woods trail, a pastoral scene, learning from the forester about the trees and good forest management for the small landholder—thinning the stands, for example, and cutting paths, providing different habitats for all the creatures that dwell thereabouts; for the health of the forest, as culture, is in diversity.

Syrup and sustainability

    Maple syrup and milk, closely associated with Vermont in the public imaginary, add value to the region, just as Maine benefits more than economically from lobsters and blueberries. As Michael Lange, presenting at the cultural sustainability symposium in Craftsbury Common, Vermont, pointed out, sugaring from the sap of the sugar maple trees is paradigmatically associated with the state, both as product and symbol. As a natural resource-based product, maple syrup is an important part of the Vermont economy; and Vermont accounts for nearly 40% of the US maple syrup production. But its economic value goes well beyond the product itself, for sugaring conjures up images of old-fashioned, wholesome rural lifestyles that attract tourists to the state, images that over the years also have attracted in-migrants. In this way, the tourist dollar value of a heritage symbol is enmeshed in cultural as well as natural resource sustainability.
    Although most sugaring operations sell to the wholesale trade, some also offer a portion of their product to the general public in small shops attached to the sugarhouses. In the state of Maine, which accounts for 20% of the total amount of US maple syrup production, it’s not uncommon to see homemade signs along the road during late winter sugaring season, advertising a local sugar-maker’s product, which is sold out of the home. But Maine does not have the large sugar-making operations that not only serve the wholesale trade but market under their own name and at the same time create tourist stops where visitors to Vermont may see demonstrations of sugar making and taste the product, year round. A few of these are quite large, rivaling living history museums in size and attractiveness; they also are competitive, and each has its partisans. In fact, when Lange named a few of them, Vermonters in the room immediately spoke up in favor of this one or that one; and if Lange hadn’t stepped back in, a lively debate on whose syrup was best would have interrupted the presentation.
    Lange placed these large sugar making tourist attractions squarely within the cultural heritage industry, and with it the ongoing debate among culture workers over the hells and benefits of heritage tourism. Although he didn’t elaborate on it, sugaring (like lobstering) is dependent on an ongoing natural resource, which brings in sustainability issues, international trade and competition (for maple syrup, the competition is with Canada, which subsidizes its sugar makers), state and federal regulation, and so forth, often putting sugar makers at odds with regulators over best practices. The ongoing health of the sugar maples in the forests, just like the health of lobsters in the oceans, will depend in part on the effects of climate change. We don’t expect the Vermont forests to look like those south of the Mason-Dixon line anytime soon; rather, the warming climate brings changes to the ecosystem in the form of pests and predators that the sugar maples have not previously had to combat.
    Vermont prides itself on the quality of its syrup and, indeed, offers it in four grades: fancy, grade A medium amber, dark amber, and grade B. No other state makes such fine distinctions. But ironically, this grading system works against Vermont syrup outside of the state. Grade B is considered inferior because of the labeling, whereas outside the state much ungraded Canadian syrup that would be labeled grade B in Vermont doesn’t carry the same negative connotation. A further irony is that the fancy syrup, being the purest and most delicate-flavored, has the least amount of maple taste; those wanting a stronger taste of maple use the darker syrups. The state legislature this year debated whether to endorse grade inflation: all Vermont syrup would henceforth be labelled grade A, and the distinctions would be made on the basis of color and the degree of maple taste. A Boston Globe article concluded by quoting an eighth-generation sugar maker, Doug Bragg: “Most of our customers are asking, why do we have to do this [change in the grading system]? There’s a logic to it, no question about it.     As heritage tourism is a frequently-discussed topic on this blog, there’s no need to review it fully here. But maple sugar tourism differs from that revolving around much traditional music in the US in that sugaring is a viable industry and would remain one without heritage tourism, whereas heritage tourism often gives traditional music a second life, one that would not be viable without it. Like lobsters and blueberries, maple sugar tourism offers not just an education but a food reward at the end of the lecture. Forestry tourism doesn’t do that, which may be why in Maine, for example, it’s not as attractive as lobsters and blueberries. Nor has Maine capitalized on sugaring tourism anywhere to the extent that Vermont has done.
    Lange concluded his presentation by discussing a different kind of educational involvement with sugar making, a program at an elementary school in Fairfield, Vermont, where youngsters participate hands-on in sugar-making, presumably giving them a deeper involvement than the tourists get, and also a deeper understanding of what this symbolic state industry involves at the ground level. Such innovative programs could also involve field trips and nature-study, a curriculum that has gradually been disappearing from the schools in favor of the abstractions of modern science.
    In our own field trip, to a former dairy farm, we grappled with economic and cultural sustainability issues surrounding the other picture-book Vermont industry: dairy farming. I will have more to say about that shortly.

Seed saving and cultural sustainability

    An educational and cultural project involving home garden seed saving was the centerpiece of Rosann Kent’s presentation at the cultural sustainability symposium last month at Sterling College. Hers was one of the talks that engaged with my own work, for I’ve been an organic gardener and seed saver myself now for some thirty-plus years. After all, a university’s academic year calendar permits faculty time in the summer to do research, write, and in my case, also to tend an organic garden and orchard. Hand-work is complementary to head-work, and the easy pace of gardening frees me for creative daydreaming. If I had to make a living as a farmer, I’m sure that my mind would be full of worry about the year’s crops, the weather, and market prices; but growing for home use (with surplus for friends) involves a different kind of accounting.
    Rosann Kent’s school, re-named the University of North Georgia earlier this year, resulted from the merger of the North Georgia College & University, and Gainesville State College. Its website proclaims it “The Military College of Georgia,” and Kent was quick to state that one would not normally associate seed saving with a military college. Nonetheless, the university’s Georgia Appalachian Studies Center, where Kent serves as a faculty member and the director, recently completed a project entitled “Saving Appalachian Gardens and Stories,” which not only gained a good deal of local attention in this fastest-growing region of the state, but also was featured in a forum on local food systems and sustainable agriculture last year, sponsored by the Appalachian Regional Commission.
    Seed saving brings together culture and agriculture, a unity famously inscribed into the back-to-the-land movement of the 1970s by Wendell Berry, whose words were prophetic then and whose voice remains essential today. Kent’s project was designed not just to inventory varieties of home garden seeds that had for years been saved and shared by local families, but also to collect and then present the stories that went along with the seeds. Stories connected with seeds may seem a little strange to anyone who either hasn’t either grown up in a family that keeps heirloom seeds, or hasn’t encountered the practice of storytelling surrounding the intersection of generations on the land through such things as names of places. Even the name of an old fiddle tune, when played in a circle of friends, if it names a place or person (or even if it doesn’t), often will draw forth a short story, or a reference to a known story, of the place or person named, or the fiddler from whom the player learned it, or an occasion on which it was played and something unusual occurred.
    In 1990 when I taught for the spring semester as Goode Visiting Professor of Appalachian Studies at Berea College, in Kentucky, I spent most weekends in the mountains of southeastern Kentucky; and one of the things I did was ask the people I got to know, the ones who had home gardens, whether they saved seed. Among other things, as a seed saver myself, I was interested in trying new-to-me varieties of heirloom non-hybrid seeds, and swapping some I’d saved with theirs.

This is one of the things seed-savers do; we swap seeds. Every seed variety has a name; they are not just “bean seeds.” Otherwise we couldn’t keep track of their differences very well. When I asked them what they called these bean seeds, or those tomato seeds, the answer often was something like, “Oh, those are Joe beans.” “Joe beans?” I would reply. “No, I mean what variety of beans are they?” “Well,” the answer would come, “these are greasy beans, if that’s what you’re getting at. Lots of folks around here grow greasy beans. These are ones that go back to old Joe Caudill, whose home place used to be up here (points up higher on the creek bed) where he grew them, must have been one hundred years ago.” And then the lady would go on to tell a little story that revealed old Joe’s character, or maybe something about one of his descendants, or she might say she went to school with so-and-so who was old Joe’s nephew’s cousin’s niece, or something like that. In this way, the seeds, the land, and the families all were put into meaningful relation. Their “use-value,” so to speak, was cultural as well as agricultural. Saving seeds also meant saving culture.
    Kent’s presentation added another cultural layer. This part of north Georgia was being inundated by people “from away,” as we would say in Maine, contrasting them with “natives.” In Kent’s country, the same distinction was between “came heres” and “been heres.” As in Maine, each group had its own notions of what it wanted. The “came heres” wanted Starbucks and services they were used to in the big cities; they thought that the “been heres” were culturally deprived and they wanted to “help.” The “been heres,” of course, had a culture of their own; and seed saving was an unimaginable (to the came heres) part of it. Kent had her students go out into the community and talk to the been heres who had home gardens about the seeds they saved, and of course just as had happened to me nearly a quarter century earlier and in a different part of Appalachia, they not only got seeds but also stories. So the seed saving project, along with the oral histories and stories, was presented in the community, and the came heres began to understand something about the been heres, while the been heres were reassured about their own culture.
    In our cultural sustainability symposium, Kent not only talked about this project, but she got us all into a workshop where we told each other family stories, something that might have gone on all afternoon—but there were other presentations to hear, and besides, all this talk about food made us hungry for the farm supper that was only a couple of hours away.

Upcoming Cultural Sustainability Symposium at Sterling College

     I've been away from this blog for a little while, as I prepare a keynote address for the symposium on cultural sustainability, which is to take place in Craftsbury Common, Vermont, at the end of this week, August 15-18, on the campus of Sterling College, a small, liberal arts college emphasizing conservation ecology.

     The convergence of college and place, conservation ecology and commons, ought to inspire us all and I'm very much looking forward to meeting new colleagues and re-connecting with old ones there. Among those who will be presenting at the conference is Mary Hufford, an old acquaintance whose work on commons in the Appalachian forest was (and is) very important to my own thinking in this area. We met in the 1980s when she was working at the American Folklife Center at the Library of Congress. She was one of a few scholars back then who was interested in my research into the Appalachian mountain farming ecology, a community worldview based in family, farming, and religious tradition, united by the concept of husbandry, which was an early version of what I now think of as stewardship. She asked me to write about that for the Encycopedia of Appalachia, which I did, and we had many interesting talks in the next decade, as she developed her research into forest commons and shared resources. At that time my research site had shifted south within Appalachia from Virginia to Kentucky, and to Old Regular Baptists, where I found the same ideas of husbandry and a mountain farm ecology. I also found the Lilley Cornett Woods, a preserved old-growth forest that one of the mountain patriarchs (Lilley Cornett) had stubbornly refused to sell out to the timber companies who were clear-cutting the forests in the early 20th century. Today the Lilley Cornett Woods is maintained by the University of Kentucky, and it is the only old-growth forest in the state. Cornett himself was quite a character, and I've mentioned him here before (see the blog entry for Feb. 7, 2011); but he and his forest deserve a separate entry, which I hope to make soon. At any rate, I recall speaking with Mary Hufford, who was at that time doing research into Appalachian forest ecology, and the "falling forest,"  very excitedly about the Lilley Cornett Woods and what it represented, in terms of resistance to the timber and coal corporations that were just beginning their cultural, economic, and environmental genocide in the region.
     For the conference keynote, I sent in the following abstract: "How may we contribute to the struggle for cultural sustainability in the face of increasing environmental, economic, and social injustice? Resilience thinking—today’s fashionable replacement for sustainability—puts us in a defensive posture that by itself is ultimately unsustainable. Nor will a greater reliance on Western economic reason lift all boats on a rising tide. On the contrary, economic reason, based on neoclassical assumptions about 'economic man,' has only exacerbated the current crises. Sustainable alternatives to economic rationality may be found in folklore’s emphases on commonality and orality. Commonality: folklore is not owned, but shared in a cultural commons. Cultural memory sequesters tradition by keeping it available; folklore is preserved by giving it away. Orality: sound vibrates us into co-presence with other living beings. Sound bundles human beings into relationships; economic man isolates individuals. Both commonality and orality may be observed at work in nature as well as culture. An enlightened cultural policy would borrow four principles from conservation biology: diversity, interdependence, limits to growth, and stewardship. But the relationship between culture and the environment goes beyond analogy. The commonwealth of culture is entwined directly with social, environmental, and economic justice. It is impossible to contribute effectively to one without working for all." I'm scheduled to stand and deliver it Friday morning at 9:30 to open the conference, and am very much looking forward to it, and to continuing the conversation about commons, conservation ecology, and cultural sustainability.

Managing for Musical and Cultural Resilience?

     By now, faithful readers of this blog won’t need to be reminded of the “four principles” (diversity, interdependence, limits to growth, stewardship) that I’ve been advocating for cultural policy. At the ABET workshop on music and sustainability, I proposed those four for discussion. Indeed, some of the speakers at the ABET conference were acquainted with them from my essays in The World of Music.[1]  As these principles were developed by conservation ecologists, not cultural policymakers, one might ask what are the grounds for guiding cultural policy by principles derived from attempts to manage the natural world. What does it mean, in other words, to apply an ecological or environmental (they are not the same) way of thinking to cultural policy? And what would such a way of reasoning be? If conservation ecology applies ecological thinking to managing the environment, how would this translate into the world of cultural policy? What is an ecological cultural policy that would enable musical sustainability? It’s important to try to frame these questions carefully, because the nuances in the way they are framed will suggest alternative routes for answering them.

    And so it’s important to ask, first, whether cultural engineering is likely to do more good than harm. Why not let culture take its course, as one would manage nature by letting it alone, to be as wild and “natural” as possible? After all, if plants and animals have natural cycles of birth, growth, decline, death and decay; if species rise and fall, adapt and sometimes become extinct; if ecological communities themselves change beyond recognition, why not simply let nature (and culture) be? Why manage nature, or culture, at all? Isn’t it, perhaps, un-natural to try to intervene? And why presume to manage for sustainability using ecological thinking, when the components of ecosystems die natural deaths? Why shouldn’t musics, languages, and other aspects of culture also die natural deaths? Isn’t that ecological?

    To which we may ask, what is a natural death, if it is caused by human interventions that wreak havoc on individuals, populations, communities, and ecosystems? How many species have gone extinct within the past two hundred years—roughly, since the start of the Industrial Revolution—as a result of human impact on ecosystems, compared to the number that would have gone extinct anyway? The answer to why conservation ecologists should attempt to manage nature at all, of course, is that nature is already being managed, badly. Letting nature alone would mean abandoning nature to the land developers, the oil companies, the timber cutters, the mining companies, agribusiness, and so forth. Does the same analogy work for culture? Those who say no to applied ethnomusicology tend to do so on the grounds that music is best left alone to take its natural course. But what is its natural (cultural) course?

    When I was participating in a meeting of the folk arts panel for the National Endowment for the Arts about 30 years ago, one of the panelists urged this hands-off approach. We were trying to decide whether to recommend for approval a grant proposal that would give money to an organization that was attempting to manage the flow of music in its city by encouraging musicians in underserved communities to set up a music school. One of the panelists objected, saying that it seemed to him like the organization was interfering in the natural (cultural) flow of music in that city. “We shouldn’t be meddling in their affairs,” the panelist concluded, with a flourish. Bess Hawes, director of the Folk Arts Program, seldom spoke at these meetings; she felt she should not try to influence the panelists. But here was a fundamental challenge, and if the answer was no meddling, no attempts to manage, then her organization might as well cease to exist. And so when the panelist said we shouldn’t be meddling, she responded by saying something like this: “Of course we should meddle! Everyone else is meddling with culture and the arts. Some institutions think only fine art is worthy of support, and that’s where they put their money because fine arts aren't self-supporting. Other people think that the only worthwhile art is art that makes money, so they want to get rid of all support. Some people think that the arts are the finest expressions of human life. Others think the arts are useless. Everyone is meddling; why shouldn’t we? We want to encourage the folk and traditional arts. Not many others do. Why shouldn’t we act on our beliefs, if we truly believe in them? Why shouldn’t we meddle? Supporting folk arts is meddling. Not supporting folk arts is another way of meddling. We are all meddlers no matter what. Why shouldn’t we try to meddle for good?”

    Needless to say, her argument carried the day. But the position that one should stay out of the way and let nature or culture take its course might be supported on other grounds. Neoliberal economists rely on their interpretation of Adam Smith’s theory of the invisible hand: that each party acting out of economic self-interest results in a market that is guided (by an invisible hand) for the common good, and so that economy is best which is managed (regulated) least. The same would be true, by analogy, in the realm of culture and the arts: an invisible hand would ensure the best outcome.

    Now, Adam Smith did write that an invisible hand guided self-interested actors to work for the public good. Here is the relevant excerpt from The Wealth of Nations: ““Every individual necessarily labors to render the annual revenue of the society as great as he can. He generally neither intends to promote the public interest, nor knows how much he is promoting it ... He intends only his own gain, and he is in this, as in many other cases, led by an invisible hand to promote an end which was no part of his intention. Nor is it always the worse for society that it was no part of his intention. By pursuing his own interest he frequently promotes that of the society more effectually than when he really intends to promote it. I have never known much good done by those who affected to trade for the public good."

    But although Smith thought that an invisible hand guided self-interest toward public good, he did not go on to derive the neoliberal principle that market regulation was largely unnecessary. In fact, he believed that markets should be managed and regulated. Therefore, the neoliberal argument for laissez-faire rests on a misunderstanding of Adam Smith’s “invisible hand,” and so it would be wrong to rely on Smith’s authority here. Of course, that does not prevent neoliberals from deriving laissez-faire and less government regulation from the so-called invisible hand. But this is wishful thinking. If the hand is invisible there is no way of knowing whether, or how, it works—or if it works at all. Experience suggests the contrary: that self-interested actors guide their own hands toward wealth, and without regulation the result is income inequality and cycles of boom and bust, not to mention social injustice and ecosystem exploitation.

    Given that conservation ecologists do attempt to intervene to prevent the extinction of species by managing ecosystems in the environment, and allowing that their “meddling” is meant for the benefit of all, we return to the question of how conservation ecology transfers over into the realm of cultural sustainability, particularly for music but also for other aspects of expressive culture. And that is where the “four principles” come in. Why these four principles and not others? Why not, for example, manage for a “balance of culture” or cultural equilibrium? Isn’t that ecological?

    Here it’s helpful to understand that ecological thinking has undergone a sea change regarding how nature “naturally” behaves. Until the latter part of the twentieth century, most scientific ecologists agreed that, left to its own devices, an ecosystem moved towards a balanced equilibrium, a dynamic, but stable, state. Of course, ecosystems were subject to disturbance (fire, drought, etc.) but they tended to restore themselves to a stable “climax” condition, or at least move in that direction until the next disturbance.

    But a paradigm shift occurred during the last 40 years or so, and now most ecologists no longer believe that nature “naturally” moves toward a dynamic, balanced equilibrium. The “balance of nature” paradigm was replaced by a new one that emphasizes change and disturbance. The new paradigm admits that nature may achieve equilibria, but these are temporary and, for a given ecosystem, they occur at different points of balance, with the result that there is no longer any “climax” state towards which nature moves, but rather a series or scale of different possible equilibrium points, some advantaging certain species, some others. Ecosystems are not self-restorative. Instead of sustainability, with a view toward achieving it through encouraging the balance of nature, the new paradigm centers on the concept of resilience, or the degree to which an ecosystem resists disturbance. Ecosystems are managed, now, to increase resilience to damaging changes. Of course, a resilient ecosystem does manage to achieve a degree of sustainability, if only temporarily; but not in the same way as a stable, balanced one.

    Will managing for cultural (and musical) sustainability be replaced, then, by resilience? So far, it does not appear that “cultural resilience” has caught hold. Possibly it will, and perhaps it should; so let’s anticipate a little bit what it would mean. Cultural policymakers managing for sustainability, such as those involved with UNESCO, or the “big three in DC” (the American Folklife Center at the Library of Congress, the Smithsonian Institution’s Office of Folklife and Cultural Studies, and the Folk and Traditional Arts division of the National Endowment for the Arts), have also been managing for resilience as a means toward sustainability, chiefly by encouraging activities involving the traditional arts and their continuation, strengthening institutions and attempting to add value to those arts, particularly among the younger generations who must be the ones to continue them. “Resiliance management” might not come as news to these culture workers, or to those who have been partnering with musical and other traditional arts communities through participatory action research. Alan Lomax’s 1972 call for action against what he termed “cultural grey-out” was a resiliency response to a perceived disturbance.

    But there would, I think, be some subtle differences in managing for resilience rather than for sustainability. For one thing, resilience would suggest that managers (whether for culture or nature) adopt a defensive posture and be vigilant against disturbance, which means anticipating possible changes to the natural (or cultural) ecosystem and planning for them. Again, the obvious example is global warming, and the need to plan for this major change and the disturbances that it is bringing, such as an increase in violent weather that damages the natural and built environment, or the need to transition away from fossil fuels and toward renewable sources of energy. In a way, of course, this is common sense. In the cultural arena, resilience planning would involve such things as responses to new communications models, such as the Internet: how can expressive culture be encouraged in an environment where so many musical exchanges, so to speak, take place virtually, over the Internet. Not that virtual music is new; it’s been around ever since recordings, and arguably is embedded in musical notation. But the Internet fosters new models for virtual communication, new opportunities for co-presence (whereas recordings were not traditionally interactive in this way).

    The downside of resilience is that the defensive posture puts managers in a response mode in which cultures are regarded as reactive rather than dynamic or innovative. That is one problem. Another is this: if change is the rule in nature, why not also in science? If nature does not progress to a climax, why should science? What grounds have we for believing in resilience? Is it just that it seems to fit today’s world better than balance? And if so, is that good enough—for now, until another paradigm comes along?  In future blog entries I will have more to say about my reservations about managing for resilience.

Conservation, environmentalism, ecology

    A review of a new biography of Rachel Carson, one of the pioneers of modern environmentalism, affords an opportunity to compare and contrast three keywords in my work on music and sustainability—all of which are very much involved in contemporary sustainability discourse here and elsewhere. Those keywords are conservation, environmentalism, and ecology.
    Carson’s book, Silent Spring (1962), with its warnings about agricultural pesticides' effects on bird and other animal life, ushered in the modern era of environmentalism in North America. Carson wrote it while living on a remote island in Maine where she witnessed DDT's impact on bald eagles. Tim Flannery, who reviewed the biography in the New York Review of Books for November 22, 2012, writes that the biography's author, William Souder, argues that Silent Spring “‘marks the birth of the "bitterly divisive" concept of environmentalistm. Before it, environmental politics was characterized, he says, by the ‘gentle, optimistic proposition called “conservation,” which concerns the wise use of resources and has broad appeal across the political spectrum. Environmentalism, in contrast, can be politically polarizing because it involves a clash with vested interests'” (1). Of course, Carson was not the first environmentalist; Thoreau was one in the 19th century, and arguably so was the Englishman Gilbert White in the 18th. One might even make a case for John Bartram, a botanist (in the American Colonies) who lived a generation before White.
    But although we can point to earlier 20th-century North American, science-grounded environmentalists such as Aldo Leopold, Carson was the first to change public consciousness. Indeed, Carson’s work was polarizing: while President Kennedy and the general public took her side, the chemical companies who manufactured pesticides tried to discredit Carson, influence the public debate her book ushered in, and lobby Congress to prevent the eventual ban on DDT. Carson prevailed. Since then, of course, many global corporations have done their best to fight environmentalists in similar ways, adding greenwashing and large campaign contributions to their arsenal.
    At issue here is the distinction between conservation and environmentalism. Among early conservationists in the US, such as Theodore Roosevelt and Gifford Pinchot, and again in the 1930s with the Civilian Conservation Corps (CCC), the guiding principle was so-called wise use, which included public recreation and managed extraction of natural resources; the National Parks are examples. But even in the early period, and especially during the CCC era, more radical voices argued for setting wilderness areas aside: not wise use, but either light use or no use at all. The keyword "conservation" still implies a compromise between strict environmentalists who would severely limit or prohibit use, and “wise use” conservationists. In contemporary sustainability discourse, the wise use faction is represented by those who advocate “sustainable development” which, to use the words Flannery quotes from Souder, is a “gentle, optimistic proposition” and one under which certain developers and environmentalists find common ground.
    Besides wise use, conservation also bears another cross as a movement supported by the wealthy at the expense of the poor. The National Parks (Shenandoah and Great Smoky Mountain) that were built in the southern Appalachians, for example, were established by eminent domain; that is, the federal government dispossessed the inhabitants (chiefly subsistence farmers) against their will and resettled them elsewhere “for the good of the Nation.” Such dispossession by the law of eminent domain is not exactly a new thing in the US, and there is a shameful history behind it (consider, for example, the treatment of Native Americans).

     And if one looks around today at the various conservation heritage trusts, the ones that receive charitable contributions from the wealthy to buy up land and turn it into preserves for nature trails, ocean access, farmland preservation, and the like, the question arises as to who uses these preserves. In my part of the US, as in many others, they're for those with money, leisure and an aesthetic interest in nature--in short, for environmentalists. The heritage trusts do not set aside land for trailer parks and RV campgrounds or for ATV and snowmobile use. Local naturalists in my part of Maine host a series of “walks and talks” through these forest and coastal preserves during the warmer months, for tourists and interested residents; subjects include local bird and animal life, geological formations, and other aspects of natural history. These rural preserves do not host visits from inner city residents who are below the poverty line; not only do the urban poor have no means of getting to them, but nature walks aren't high on their list of priorities.
    When conservation was first coupled with the word “cultural” beginning in the 1970s, the historic preservation model was applied to culture. Managed and wise use was the watchword, as federal and state agencies, historical societies, and NGOs got into the act. Cultural conservationists tried to manage cultural flow so that traditional expressive culture was not crowded out by what were felt to be the fads and fashions of modern, media-driven, popular culture. (I’ve written recently that those of us involved in cultural conservation and cultural sustainability need to be aware not only of cultural threats but also economic and environmental ones; I needn’t repeat that here.) Yet there was, in the early decades of cultural conservation, a kind of top-down, wise-use mentality in operation, one which has gradually and unevenly been giving way to cultural partnerships, participatory action research, and bottom-up management.
    As a keyword, environmentalism is usually distinguished from ecology in that the former is a political movement while the latter is a science. The distinction can be made clearer by saying that the science of ecology, like all science, aims to be objective and apolitical, or politically neutral; whereas environmentalism advocates in the political arena with its agenda to protect and preserve the natural environment. In this sense, it is plain that the conservation land trusts, with an ideology of environmentalism, ought to prohibit snowmobiles and ATVs from their nature trails if these tear up the land and bother the nearby animal inhabitants (human and otherwise) with their noise and fill the air with their carbon exhaust. Sometimes, of course, in popular discourse the word "ecology" is used when "environmentalism" is meant; people sometimes refer to “the ecology movement” as if they were referring to the environmental movement and at other times use the two words interchangeably. Indeed, even the word "ecosystem" is becoming common in public parlance.
    Yet in some instances this distinction between ecology and environmentalism is hard to maintain. For example, the science known as conservation biology (sometimes called conservation ecology) can be regarded as an applied ecology: environmentalism based on ecological principles.
    Just which ecological paradigm should rule, though, is a crucial question. Returning to the new book about Carson, Flannery reveals his own ecology-informed environmentalism. Concluding, he writes, “After recently rereading Silent Spring, I discussed Carson with an Indian friend, who put a question to me: ‘What is more orderly, a jungle or a garden?’ After a moment’s thought the answer became obvious. Of course it is the jungle, where the invisible laws of ecology dictate the relative abundance of plants and animals, and where they occur. The very shape and position of every leaf abides by those eternal rules” (p. 23). When Professor Flannery invokes the “invisible laws” and “eternal rules” of ecology he is thinking of the ecosystem paradigm in which nature in relatively pristine areas such as a jungle achieves a “balance” or equilibrium (the “relative abundance,” “shape and position of every leaf”) that it tends toward elsewhere, except when the balance is upset by human intervention (or as Joni Mitchell sang, “They paved paradise and they put up a parking lot”).
    The only problem with a balance of nature is that most ecologists—that is, the scientific ones—no longer believe in it. Beginning around the same time that cultural conservation arose in the public arena—the 1970s—ecologists began seriously to challenge such concepts as stable ecosystems, climax forests, and the balance of nature, arguing that the evidence indicates the opposite: that left undisturbed by humankind, the natural world does not move inevitably toward balance but is, rather, characterized by frequent perturbation, disturbance, and merely temporary equilibria—indeed, many different equilibrium points, one in which the relative abundance of plants and animals is always changing, as is the shape and position of every leaf.
     It is not accidental that ecologists were abandoning the balance of nature theory at about the same time that scientists were advancing chaos theory, a view of an uncertain universe that aligns with the new ecological paradigm of a natural world consisting not of ecosystems but of “patches” moving, in response to disturbing forces beyond their control, from one state toward another. How conservation biologists and environmentalists, let alone cultural conservationists and sustainability advocates, react today to this changed ecological paradigm depends on their awareness of it and how seriously they take it. Like a number of environmentalists, the reviewer for the New York Review of Books appears unaware of this paradigm shift. But to those who are aware, a concept like “resilience” is one way of responding—and I have blogged about resilience in this space before (please see the entry for July 21, 2011: "Sustainable Music: Resilience"). That is, resilience is the ability to resist or recombine in the face of perturbation or disturbance; management for resilience is one way to think about conservation under the new ecological paradigm.
     But there are other “downers” at work against environmentalism and musical and cultural sustainability. These include some of the obvious, such as the ideology of global corporate capitalism and neoliberalism; but it also includes powerful critiques (from critical theory) of science as privileged truth, and of environmentalists’ concepts of nature. It can even be supposed that environmentalism and sustainability efforts are themselves responses to the changed intellectual climate of the past forty years. In order to understand music and sustainability in its contemporary context, it’s important to view it not simply as a response to the changing natural and sociocultural environments, but also as a response to various currents in contemporary Theory which undermine old ideas of nature and culture. Some of the environmentalist response is, predictably, reactionary; but some of it attempts to think along with critical theory. I will be writing from and about this perspective in the coming months as I try to organize my thoughts on this music and sustainability project.
